Ms. McCabe's claim fails for several overlapping reasons. The foundational issue is that Ms.
McCabe's health before and after the 2010 flu vaccination appears unchanged. Without a persuasive
showing that Ms. McCabe's health worsened, Ms. McCabe cannot establish that the September
11, 2010 flu vaccination either caused her to suffer from CFS or significantly aggravated her
